Bachelor‘s thesis „Analysis of local fees in municipality Vyškov“ focuses mainly on local fees. The theoretical part is devoted to the various local fees and their purpose. In this part deals with the budget and revenues of municipalities. The practical part is determined by the local fees in Vyskov. The practical part solves the possibility of increasing the maximum statutory rate of one of the local feees and the impact of this increase on the budget of Vyškov.

Symptoms of Failures Inside the State Administration of the Czech Republic: Case Study of the New Green Savings Subsidy Program

This thesis investigates the mode of operation and indications of failures of the State Environmental Fund of the Czech Republic (SEFCR) and the subsidy program New Green Savings (NGS). The research question is motivated by the author's personal experience with the state and operation of the public administration. This thesis is a case study built upon the experience of the author and statements from witnesses, using the qualitative research method of process tracing. The author is a project manager who worked at SEFCR for almost 7 years and is thoroughly familiar with the work environment. The thesis identifies problem areas and symptoms of failures and clarifies operation mechanisms of SEFCR and the NGS program. Moreover, the thesis details how and why a loyal state employee becomes a "troublemaker" and "whistleblower", and further points out possible consequences and impacts of the defective system. In this work, the state organization and the subsidy program are considered a social system with complex dynamics, so the investigated phenomenon is approached through explanation in the form of subsumption under an explanatory theory. Small state capacity building with an agency of the European Union: The case of the Czech Republic and the European Union Agency for the Space Programme (EUSPA)

The main goal of this master's thesis is to discover why states are keen on acquiring an agency of the European Union from a perspective of the states' administration's approach towards the agency and its domain after acquiring it. This phenomenon is presented by an interpretative case study of the Czech Republic and the European GNSS Agency (GSA) obtained in 2012 and its expansion to the Agency of the European Union for the Space Programme (EUSPA) in 2021. The thesis verifies how are the three main motivations why a state wants an EU agency - prestige, economic potential, and quality and reputation enhancement of the given area - manifested in practice in the case of the approach of the Czech Republic towards the space sector. The verification is conducted through the operationalization of three scenarios based on the motivations. The data were collected from public sources and from fourteen semi-structured interviews with representatives of different space-related spheres.The research has shown that the approach of the Czech administration towards the space sector has been growing thanks to acquiring the seat of the GSA in 2010, obtaining membership in the European Space Agency in 2008, and appointing the Ministry of Transport as the main coordinator of national space activities in 2011. Politicization - Issue of State Governance

This problem is quite widely used in the media space, especially after every parliamentary election. However, nowhere is there precise data and description of how extensive this phenomenon is within the Czech state administration. This is mainly due to the unavailability of data directly from the Czech state administration. Due to the aforementioned unavailability of data, I decided to conduct qualitative research through interviews in this thesis. The interviewees were both experts in the field of public administration and politicization, and representatives of the largest political entities. By combining the opinions of experts and politicians, whose attitude towards politicization has not been mapped so far, I tried to get a new perspective on the issue of politicization and at the same time information from the practical functioning of public administration, to which politicians are close. Analysis of crisis communication of the state administration (state) towards the population in times of crisis situation

The diploma thesis deals with the topic of analysis of crisis communication of the state administration (state) towards the population during the crisis situation, which proved to be relevant from today's coronavirus crisis point of view. The analysis was based on a questionnaire survey, which was attended by 162 respondents. The questions were answered mainly by people aged 21 to 65, mostly with a university degree, living in municipalities of various sizes. Within the questionnaire, the respondents' satisfaction with the communication of the state administration towards the public was ascertained regarding the communication channels used, the type of information provided about the emergency, its comprehensibility and credibility. The evaluation of the research revealed that the Internet was mostly used by respondents to obtain information about emergencies, especially news portals and social networks, as well as traditional television and radio broadcasting. Most respondents stated that they could quickly find important information about the crisis situation and that it was understandable to them. It was also found that most respondents were able to distinguish the true message from misinformation and also tried to verify important messages from multiple sources. To do so, they mainly used public radio, television and its news internet portal, because they were considered the most trustworthy. Respondents to the questionnaire also stated that they obtained the information mostly from ministries and municipalities. The research resulted in several recommendations for the state administration. The state should consider creating a special mobile platform that would inform residents about emergencies and measures to manage them. It should also ensure the rapid, comprehensible provision of important, consistent information using all new and traditional communication platforms.

Heritage conservation of the remains of human activity in the forest

The main objectives of the methodology include: 1. setting the issue in the legislative environment; 2. introducing the processes of disturbance of objects in the forest environment; 3. characterization of modern methods of identification of objects in forests; 4. introducing the practical procedure of identification of objects of human activities in forests; 5. proposing procedures for ensuring the preservation and presentation of anthropogenic remains of human activities in forests for state administration and local government. The methodology was developed in cooperation between experts in the humanities and natural sciences. It seeks to apply and combine procedures of different disciplines. The methodology is recommended to be used with methodology Methods and procedures for the protection of anthropogenic objects of historical human economic activity in forests (Kadavý et al. 2022). The two methodologies are complementary to each other.

Limits of efficiency and sustainability of the functioning of the municipalities in Czechia - example of ORP Litomyšl and Chrudim

The subject of the research of the master's thesis is the boundary of the effective and sustainable functioning of small municipalities in the Czech Republic, specifically in the ORP (municipalities with extended powers) Litomyšl and Chrudim. In the Czech Republic, the issue of sustainability and efficiency of small municipalities is a long-term problem that still has not been resolved. Civic amenities are also relevant. Due to the low population size of the municipalities, they often do not reach the corresponding standard. The first part of the thesis presents the institutional context of the development of public administration and self- government in the Czech lands, the Czech Republic and Czechoslovakia. The second part describes theoretical concepts, indices, measures describing the efficiency of municipal governments. The third part of describes the method of selecting the territory, the description of the data and the composition of the set of indicators, which are developed in the analytical part. The analytical part determines the approximate population size from which the municipality is able to ensure basic standards of services for its citizens and at the same time function sustainably. A comparison of local government in the Czech Republic and the Republic of Montenegro

Comparison of the Organisation of Local Administration in the Czech Republic and the Republic of Montenegro The thesis Comparison of the organisation of local administration in the Czech Republic and the Republic of Montenegro deals with the basic principles of the organisation of local administration in the above mentioned states both in the form of valid legislation and its practical implementation. A large space is devoted to the constitutional foundations defining the scope of powers of local self-governments and the degree of their decision making autonomy and to two basic laws which determine essential institutes and aspects of the local self-governments administrative activity - the Czech Law on Municipalities and the Montenegrin Law on Local Self-Government. Major part of the thesis is descriptive and it is analysing and comparing the valid legislation. This part is followed by the evaluation of the practical implementation of the legislation and by the reflection of real organisation and functioning of local administration in both countries.
